The UAE Ministry of Finance set the annual profit rate for its second Sovereign Retail T-Sukuk issuance at 5.06 per cent and opened subscriptions to retail investors on September 23, 2026. The five-year sukuk targets Dh50 million ($13.61 million) and is available for subscription until September 28 through digital channels including Dubai Financial Market's eIPO platform, the iVestor app, the DFM app and participating banks, according to a ministry announcement published by WAM. The minimum subscription amount is Dh1,000.

UAE retail T-Sukuk subscription and settlement schedule#

The Shariah-compliant investment instrument is open to UAE nationals and residents. After allocation and settlement are complete, the sukuk will list on Nasdaq Dubai with trading commencing October 1, 2026. Profit distributions will be paid semi-annually. The ministry set September 29 as the allocation date, with issuance and any excess subscription refunds processed September 30. Investors without a National Investor Number must secure one before submitting subscription orders. Following allocation, sukuk units will be deposited into investor accounts ahead of the securities' listing.

Receiving banks and digital subscription channels#

Emirates NBD serves as lead receiving bank, with Emirates Islamic, Abu Dhabi Islamic Bank, Ajman Bank, Mashreq, Abu Dhabi Commercial Bank and First Abu Dhabi Bank also participating, according to the ministry announcement. Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, said the second issuance builds on the strong investor appetite generated by the inaugural offering while providing retail investors with efficient and transparent access through digital subscription channels, as reported by Khaleej Times. The ministry said the retail sukuk programme supports its strategy to develop dirham-denominated capital markets and widen the investor base.

First issuance demand and regional sukuk market context#

The launch follows the inaugural retail sukuk offering, which attracted Dh445 million ($121.2 million) in orders, according to Forbes Middle East. Moody's Ratings expects sukuk issuance to reach around $280 billion in full-year 2026, in line with 2025 levels, with record corporate-sector activity in the first half of 2026 compensating for a decline in long-term issuance by sovereigns and financial institutions, Khaleej Times reported. GCC debt capital markets reached approximately $1.2 trillion in outstanding instruments at the end of the first half of 2026, with sukuk accounting for 42 per cent of the total, according to Fitch Ratings as reported by Economy Middle East. Nasdaq Dubai accounted for more than 28 per cent of global outstanding sukuk, with listed debt exceeding $140 billion, Economy Middle East reported.
