Abu Dhabi National Oil Company plans to tender contracts in 2027 for offshore sour gas developments, an export gas pipeline and enhanced oil recovery projects, Adel Al Yafei, senior vice president for group commercial operations and execution, told suppliers on 25 October 2026 at the Make it with Adnoc Forum in Abu Dhabi. The company has awarded 10 engineering, procurement and construction projects in 2027 to date, together with over 8,000 requisitions, contracts and purchase requests across more than 1,500 suppliers, Al Yafei said.

Offshore sour gas and export pipeline scope#

The offshore sour gas development includes wellhead towers and pipelines, according to presentation slides shown at the forum. The export gas pipeline project involves new wells and an offshore cluster to expand capacity. Carbon dioxide and water will be injected in alternating cycles under the enhanced oil recovery project to raise output. Refinery residue upgrading and new export berths for natural gas liquids and sulphur are among the downstream projects set for tender in 2027. A long-term development project involving new wells, a processing island and offshore platforms is also in the tender pipeline, alongside power distribution for onshore and offshore operations, an island power link and offshore field connections.

2028 pipeline and production capacity target#

Onshore and offshore oilfield developments, an integrated onshore gas project, gas storage, digitalisation and infrastructure upgrades are outlined for 2028. Project values were not disclosed by the company. Adnoc is working to raise its oil production capacity from 4.85 million barrels per day to 5 million barrels a day by 2027. Drilling and upstream services are planned for tender in 2027 and 2028, covering downhole completion, drilling fluids and cementing. Compressors, turbines and pumps will be covered by operational contracts for inspection and maintenance.

Procurement process changes and supplier opportunities#

Adnoc plans to cut 40 per cent from tender cycle times while maintaining the period suppliers receive to prepare bids, Al Yafei said. Project schedules will reflect urgency, complexity and supplier capacity, with bidding periods set according to market conditions. Feedback will be provided to companies after tenders to support improved future bids. Adnoc has doubled its engineering, procurement and construction contracting principles to 20 from 10. Market median prices will serve as the basis for negotiating unit-rate contracts, rather than bids at unusually high or low levels. The most competitive offer will be prioritised for EPC tenders, with exclusive negotiation if it meets Adnoc's benchmark. First-time bidders will be assessed on their capacity to deliver.

Domestic manufacturing and supply opportunities#

Adnoc unveiled more than Dh60 billion in opportunities for UAE suppliers through 2030 at the forum, equivalent to $16.3 billion. Over 200 essential products and critical spare parts are covered, with many of these items currently sourced from imports, as Adnoc works to lower exposure to global supply disruptions. The opportunities span equipment and services across upstream, downstream and operational categories.
